On an F250 transmission, what is the compartment with a tube (vent) sticking out horizontally from it?

On my F250 7.3 turbo diesel: While backing a trailer up a slight grade in 4WD, tranny fluid started spewing from the horizontal tube of the compartment just forward of the main transmission fluid pan. Upon further investigation I discovered that a corner bolt was completely missing that helps hold the thin metal plate to the bottom of this compartment. What is the compartment and the tube that I am describing, and what would cause tranny fluid to gush from this compartment?
